The Chiang Mai Post and Telegraph Office, or Hong sai (wire building) among the locals, was built in 1909 on the Post Road near Ton Lam Yai Market on the bank of the Ping River. The reason was because it was convenient to transport and load mail and luggage sent by boat since the main connection between cities at the time was by boat. The office used to be the court house of the Payap precinct before serving as the Mae Ping Post and Telegraph Office. The first building of the Office was a bamboo raised building. When the mailing services expanded the building was rebuilt as a two storey European style brick and cement building. The architecture of many other Post and Telegraph Offices were patterned after this one, for example, the Sanpakhoi Post and Telegraph Office, which was built when the rail took over the former role of the boat transporters.
In 1900, the Mae Ping Post and Telegraph Office was renovated and was to become the Chiang Mai Philatelic Museum with the purpose to exhibit the development of postal works from past to present.
The Fine Art Department has preserved and listed the building to be a national treasure.
